Dr. R. Balasubramaniam, Founder and Chairman of Grassroots Research And Advocacy Movement (GRAAM) is appointed to the Capacity Building Commission as Member (HR). The Appointment Committee of the Cabinet of Government of India appointed the committee and order was issued on 01st April 2021. 

As part of Mission Karmayogi"- National Programme for Civil Services Capacity Building (NPCSCB), the Capacity Building Commission (CBC) is mandated to harmonize training standards, create shared faculty and resources, and have supervisory role over all Central Training Institutions. CBC is the wholly owned SPV to own and operate the online learning platform and facilitate world-class learning content market-place. 

The Cabinet had approved "Mission Karmayogi" earlier. NPCSCB is the new National Architecture for Civil Services Capacity Building, Comprehensive reform of the capacity building apparatus at individual, institutional and process levels for efficient public service delivery.  PM led HR Council to approve and monitor Civil Service Capacity Building Plans. Capacity Building Commission has been constituted with a view to ensure a uniform approach in managing and regulating the capacity building ecosystem on collaborative and co-sharing basis.

The commission will assist the PM Public Human Resources Council in approving the Annual Capacity Building Plans, exercise functional supervision over all Central Training Institutions dealing with civil services capacity building, create shared learning resources, including internal and external faculty and resource centers, coordinate and supervise the implementation of the Capacity Building Plans with the stakeholder Departments, make recommendations on standardization of training and capacity building, pedagogy and methodology, set norms for common mid-career training programs across all civil services and suggests policy interventions required in the areas of HR Management and Capacity Building to the Government.
