About the Fellowship

The National Fellowship aims to place young professionals at the heart of development policy and governance to work within key public institutions, departments, and agencies. Fellows will support ongoing and new development initiatives, conduct evidence-based research, and co-create innovative solutions.

Anchored in the vision of Viksit Bharat@2047, the program offers rigorous training in development theory, public policy, and governance systems; strategic mentorship; and immersive field placements. Fellows will gain the skills, exposure, and experience to drive impactful, research-driven solutions to real-world development policy challenges.

Eligibility

The fellowship seeks highly motivated young professionals of Indian Citizenship who are passionate about governance and policy. You may apply to the fellowship  program if you are:

The Aspiring Governance Professional (Fresh Postgraduates & Recent Alumni):

Postgraduates aged 23 – 25 years, preferably with a postgraduate degree in Public Policy, Development Studies, Economics, Political Science, Sociology, Management, etc.); strong academic and co-curricular achievements, including fellowships, internships, or projects with reputed national/international organizations or government departments/agencies.

Social Sector Catalyst (For Experienced Social Sector Professionals):

Postgraduates aged 26 – 35 years, preferably with a degree in social sciences, public policy, or allied disciplines and a minimum 3 years’ work experience in the social, development, or policy sectors.

The Corporate Change Agent (For Corporate to Public Sector Transitioners):

Postgraduates aged 26 – 35 years with a degree in any discipline; minimum 5 years’ professional experience, preferably with demonstrated interest in governance, policy, or development.

A potential candidate will have:

  • Strong analytical and research skills
  • Commitment to inclusive, sustainable development
  • Willingness to relocate, preferably to New Delhi (for the placement period of six months) and work closely with public institutions/ departments/ agencies

Although the placements will be prioritized in public institutions, departments, and agencies in New Delhi, we understand the need for flexibility, and will accommodate local placements where the proposed work and institutional or departmental needs align.

As the inaugural batch, Cohort I fellows will play a pioneering role in shaping this model of meaningful youth – government collaboration, while contributing to the national vision of Viksit Bharat@2047. This fellowship is designed to nurture young professionals as partners in India’s development journey by placing them within public institutions, departments, and agencies.

The fellowship provides a blend of:

  • Academic rigor (training in development and public policy, governance, and program evaluation)
  • Practical exposure (immersive six-month institutional placements)
  • Mentorship (guidance from senior leaders in policy, governance, and academia)
  • Research opportunities (white papers, policy briefs, publications)

We are seeking a diverse and dynamic cohort of fellows to drive a new era of governance. Our program is designed for three distinct professional streams, each bringing a unique skill set to the fellowship.

Eligibility Criteria

Mandatory Criteria:

  • Age: Up to 35 years as of 01st January 2026.
  • Education: A postgraduate degree in any discipline from a recognised institution. We highly encourage candidates with academic backgrounds in public policy, governance, social sciences, economics, law, management, or a related field.

  • Aptitude: A proven track record of critical thinking, problem-solving, and a data-driven approach.

1. The Aspiring Governance Professional

For Fresh Postgraduates & Recent Alumni (23-25 Years)

You are at the beginning of your professional journey, eager to contribute to India’s development story. This stream is for exceptional postgraduate students who are looking for a high-impact launchpad for a career in public policy and governance.

  • No prior work experience is required, but a strong portfolio of internships, academic research, or project work is mandatory.
  • Candidates with prior fellowship experience will have an edge.

2. The Social Sector Catalyst

For Experienced Social Sector Professionals (26-35 Years)

You have a deep, on-the-ground understanding of social and development challenges. This stream is for professionals with proven experience in the non-profit or social enterprise sector who wish to leverage their field-level insights to influence policy and governance from within.

Eligibility:

  • A minimum of three years of professional experience in the social sector.

3. The Corporate Change Agent

For Corporate to Public Sector Transitioners (26-35 Years)

You bring a wealth of strategic, analytical, and managerial skills from the corporate world. This stream is for seasoned professionals who are passionate about using their business acumen to solve complex public challenges and contribute to nation-building.

Eligibility:

  • A minimum of five years of professional experience in the corporate sector.

Selection will be based on performance in a national-level virtual bootcamp, interviews, and thematic alignment with placement institutions.

  • Rigorous Capacity Building: Residential & virtual bootcamps in development policy, governance, research, and program evaluation using GRAAM’s 3PE model.
  • Expert Mentorship: Guidance from senior experts in governance, academia, and administration
  • Research & Publications: Author impactful white papers, policy briefs, and articles with national visibility
  • Networking & Exposure: Connect with senior policymakers, development practitioners, & researchers

  • Competitive Stipend Support: Monthly allowance up to ₹65,000 along with institutional support

The selection process is structured to identify candidates who combine analytical and research rigor with grassroots sensitivity:

  1. Virtual Bootcamp: Approximately 100 shortlisted applicants undergo virtual training on development policy and governance through expert-led sessions and assignments.
  2. Assessments: 40 candidates will be shortlisted from among the 100 participants based on scores obtained in the facilitator-led assignments.
  3. Interviews: The 40 shortlisted candidates will be interviewed by a panel of experts to evaluate their problem-solving and policy analysis skills and thematic alignment with host institutions.

Final Selection: Based on the interview scores, 20 fellows are chosen for the 2025–26 cohort.

The fellowship is a structured 18-month program. Selection will be based on performance in a national-level virtual bootcamp, interviews, and thematic alignment with placement institutions.

  • January - February 2026 (Month 6 - 7): One-month residential training on development policy, governance, and program evaluation in Bengaluru.
  • February - March 2026 (Month 7 - 8): Individual mentorship and finalization of work plans.
  • April - September 2026 (Months 9-14): Six-month placement of fellows in public institutions in Delhi.
  • October - December 2026 (Months 15-17): National conclave to present solutions, certification, and program assessment.

Fellows will be supported both institutionally and individually:

  • Mentorship: Each fellow will receive mentorship and guidance on their work from a seasoned expert in development practice, governance, or public policy. 
  • Fellowship Support: Each fellow will receive a competitive monthly stipend of Rs. 65,000/- per month for a period of 9 months beginning from the Individual Planning & Mentorship Phase (February 2026) through to the completion of the placement period (October 2026).
  • Institutional Support: Ongoing feedback, capacity-building resources, and academic backing from GRAAM.
  • Workspace: A desk/office space within the host institution for seamless integration.
  • Well-Being: Regular check-ins and peer group engagement to foster a supportive fellowship community.

The program does NOT guarantee direct employment, but fellows will emerge with:

  • Hands-on experience of working within public development and governance systems
  • A strong portfolio of research outputs
  • Access to networks of experience development practitioners and policy makers
  • Enhanced career prospects in:
    • Public policy institutions
    • Think tanks and research organizations
    • National and international development agencies
    • Nonprofits, CSR, and social enterprises

Sustainability will be a cross cutting theme applied across the listed domains. Fellows with work and research interests in the aforementioned thematic and policy areas are encouraged to apply. Kindly ensure that sustainability is a key focus of your work.

Each fellow is expected to co-create actionable knowledge products, including:

  • A working research paper, white paper, or policy brief
  • Strategy notes and solution documents in the form of articles, blog posts, editorials, etc.
  • Evaluation or policy/programme assessment frameworks
  • Research reports and/or case studies mapping lessons for development policy

These are intended to be showcased at the National Conclave and disseminated across government and policy circles.
