About Us
Grassroots Research and Advocacy Movement (GRAAM) is a development research and public policy engagement initiative. It was founded with the aim of nurturing a space for evolution of public policy embodying community ‘voice. A space based in empiricism, democratic principles and a progressive interaction of the key stakeholders of development including the state, citizenry, private sector, civil society and academia.

I congratulate GRAAM on its decennial. As Director General of the Development Monitoring and Evaluation Office at NITI Aayog, we were keen to partner with civil society organisations with strong backgrounds in monitoring and evaluation. I found GRAAM to be one of the best. GRAAM has strengthened the state’s capacity to conduct high-quality evaluations in multiple ways. It provided a technical manual for the procurement of evaluation services and helped in the procurement process. It also conducted very high-quality evaluation studies that set benchmarks. Dr Basavaraju, who is dedicated, ably supported GRAAM’s visionary founder, Dr Balasubramanian, in achieving the mission. Organizations like GRAAM have made significant contributions to advancing democracy.
