Course Overview

The Public Policy and Program Evaluation Workshop (3PE) is a flagship professional development program offered by the Grassroots Research and Advocacy Movement (GRAAM). The workshop is designed to strengthen the knowledge and skills required to understand, design, and implement high-quality program evaluations and evidence-based policymaking.

Through a structured and practice-oriented curriculum, the program aims to contribute to building a strong evaluation ecosystem in India and promote systematic approaches to public policy evaluation.

This 12-day intensive workshop brings together experts from academia, development research, and public policy practice to provide participants with practical guidance and hands-on training in key evaluation concepts, tools, and techniques.

Need for 3PE

Program evaluation has become an essential component of strategic learning, accountability, program improvement, and policy formulation. As governments, development institutions, and civil society increasingly seek data-driven insights, there is a pressing need to build the capacity of policymakers, researchers, and practitioners in evaluation methods.

While many professionals are trained in research methodologies, opportunities to develop specialized skills in program evaluation remain limited. 3PE seeks to bridge this gap by enabling participants to apply rigorous evaluation frameworks that enhance the effectiveness and impact of public programs.

Each day is assumed to have 4 sessions of 100 mins duration each session with 20 mins for Q&A with a dedicated group work time during the afternoon hours.

A basic understanding of qualitative and quantitative research methods is recommended.

Selection Process

Once the application is submitted, the candidate’s CV will be reviewed on a rolling basis.
 Final selection will be communicated within four working days from the date of receipt of the application. Only 20 candidates will be selected.
