Course Overview

The Public Policy and Program Evaluation Workshop (3PE) is a flagship professional development program offered by the Grassroots Research and Advocacy Movement (GRAAM). The workshop is designed to strengthen the knowledge and skills required to understand, design, and implement high-quality program evaluations and evidence-based policymaking.

Through a structured and practice-oriented curriculum, the program aims to contribute to building a strong evaluation ecosystem in India and promote systematic approaches to public policy evaluation.

This 12-day intensive workshop brings together experts from academia, development research, and public policy practice to provide participants with practical guidance and hands-on training in key evaluation concepts, tools, and techniques.

Need for 3PE

Program evaluation has become an essential component of strategic learning, accountability, program improvement, and policy formulation. As governments, development institutions, and civil society increasingly seek data-driven insights, there is a pressing need to build the capacity of policymakers, researchers, and practitioners in evaluation methods.

While many professionals are trained in research methodologies, opportunities to develop specialized skills in program evaluation remain limited. 3PE seeks to bridge this gap by enabling participants to apply rigorous evaluation frameworks that enhance the effectiveness and impact of public programs.

Workshop Structure

This 12-day workshop has been designed based on feedback received from the previous workshops’ participants, resource persons/ faculties, and experts in the policy and program evaluation space. The following table provides the current workshop structure:

Each day is assumed to have 4 sessions of 100 mins duration each session with 20 mins for Q&A with a dedicated group work time during the afternoon hours.

Learning Outcomes

By the end of the workshop, participants will:

Understand Public Policy and Evaluation foundations construct a ToC and translate into a Logic Model outlining inputs, activities, outputs, outcomes, and impact.
Formulate evaluation questions, determine the purpose and scope of an evaluation (formative, process, outcome, impact, economic, etc.).
Understand how experimental, quasi-experimental, RCTs, etc. are conducted.
Construct practical data collection instruments (questionnaires, interview guides, etc.).
Developing a complete evaluation matrix and plan.
Communicating evaluation insights in a concise, policy-relevant manner.

This program is ideal for mid-career professionals with a foundational understanding of social science or policy research. It is designed for individuals working in:

Participants in previous cohorts have included government officials, NGO professionals, CSR managers, management consultants, and scholars pursuing M.Phil., Ph.D., and postdoctoral research in Public Policy, Development Studies, Law, Management, and the Social Sciences. A basic understanding of qualitative and quantitative research methods is recommended.

Selection Process

Once the application is submitted, the candidate’s CV will be reviewed on a rolling basis.
Final selection will be communicated within four working days from the date of receipt of the application. Only 20 candidates will be selected.

Note:

Early Bird applies only to the first 10 registrations completed before the announced deadline of 30th December 2025.
Group discount is applicable only to Government / Corporate / Academic Institutions for more than 03 participants from the same organisation
Discounts cannot be combined unless explicitly specified / agreed by GRAAM.
Special discount is at the discretion of the workshop selection committee upon request and necessary documentation received from the applicant.
The program fee is inclusive of the workshop kit, digital pre-reading materials, working lunch and refreshments during all workshop days, and a certificate awarded upon successful completion of the course.
