Impact Evaluation of the Project ‘Child in Governance-Participation in Government This evaluation report assesses the impact of the “Children in Governance – Participation in Government” project, implemented by Child Rights Trust (CRT) in partnership with Educo, across four districts in Karnataka, India. The project aims to promote child participation in governance, advocate for child rights, and empower children to take an active role in local decision-making processes. To evaluate the project, a mixed-methods approach was used, incorporating both quantitative and qualitative strands. Quantitative data was gathered through surveys of school children (both primary and secondary) and young adults up to the age of 24, with a total sample of 334 participants across the four districts of Dakshin Kannada, Ballari, Gadag and Chikkaballapura. Qualitative data was collected via in-depth interviews (IDIs) and focus group discussions (FGDs) with key stakeholders, including children, parents, school teachers, local government officials, and project field facilitators. In total, 39 IDIs and 5 FGDs were conducted, with data analyzed using thematic analysis.The specific objectives of the study are defined in terms of the REESI+C framework for evaluation (Relevance, Effectiveness, Efficiency, Sustainability, Impact, and Coherence). Project participation has been added to the evaluation framework to assess the project’s inclusivity participation and appropriateness for empowering children across social categories and genders.

Objective

Relevance

  • To understand the project’s relevance especially in relating to the needs of children and marginalized groups.

Coherence

  • To examine the coherence of the project in terms of alignment with existing schemes/interventions, alignment with national, regional, and local policies, and with Educo’s priorities, policies, strategies, and country program documents.

Effectiveness

  • To evaluate to what extent project objectives and planned results have been achieved, what factors have contributed to the achievement, and what factors are levers of change.
  • To examine any factors preventing the access of project target groups, and whether target groups are satisfied with the project activities and the results.
  • To examine whether the present monitoring and evaluation processes and indicators are adequate.

Efficiency

  • To understand the efficiency of the project in using the resources, maintaining the schedule, dealing with obstacles faced during the project, and the adequacy of budgets for gender-equity-related activities.

Impact

  • To understand the impact of the project in terms of achievement of project long-term goals, impact on child rights, observed changes in target groups, project impact on equal opportunities between genders, and awareness of gender roles.

Sustainability

  • To understand the sustainability of the project in terms of association of partner organizations, and sustainability strategy after the completion of the project.

Participation

  • To evaluate the extent of participation by the stakeholders, especially the role of women and girls and whether the equitable participation of the men and women was achieved/ safeguarded, has the intervention achieved the empowerment of children and adolescents, and whether there was participation by all vulnerable groups including ethnic, religious, with disabilities.
