Dr. Arun Karpur has more than two decades of experience practicing and teaching quantitative methods in program evaluation and policy analysis. His experience spans across academica, non-profits, and philanthropic organizations.
As a faculty at Cornell University, Dr. Karpur led multi-method and multi-site evaluations using rigorous methods including randomized trial designs, propensity score modeling, and instrumental variable approach to assess impacts of programs and policies in public health, mental/ behavioral health, education and workforce development. His work was funded by prestigious grants from the National Science Foundation, National Institute of Health and the World Bank. As the inaugural Director of Public Health at Autism Speaks, an internationally renowned organization in autism research and advocacy, Dr. Karpur established public health approach to policy making in Autism services for the U.S. He led multi-country multilingual survey, across 12 countries spanning 3 continents, on needs assessment of families of children with developmental delays leading to the first WHO report and recommendations to improving access to needed services. Dr. Karpur has been a leading speaker at several international conferences such as the American Evaluation Association and American Public Policy Association. He has authored/co-authored over 40 peer-reviewed papers, several book chapters and serves as guest editor for leading journals in public policy analysis and evaluation. He has served in advisory capacity with the Obama & Biden administration in the U.S. to shape healthcare and education policy.
Dr. Karpur has taught at several iteration of the PAPE workshops as a lead faculty for quantitative methods and has expertise in Indian context. Trained as a physician and an epidemiologist Dr. Karpur shares his passion for evidence-based policymaking with many practitioners and researchers around the world.
He has been a member and former employee of the Swami Vivekananda Youth Movement (SVYM) – the parent organization of GRAAM and has grassroots experience working with indigenous and rural population in Karnataka.
