Inclusive and Sustainable District Development Plan (ISDDP)-2031 for Kodagu: Building a Shared Vision for the Future

The Inclusive and Sustainable District Development Plan (ISDDP)-2031 for Kodagu is a pioneering, forward-looking strategic initiative designed to shape the socio-economic and ecological future of the district over the next decade. Renowned for its unique ecological sensitivity, rich agrarian culture, and distinct demographic profile, Kodagu requires a balancing act between rapid economic growth and robust environmental preservation. ISDDP-2031 serves as the definitive blueprint to navigate this balance, ensuring that development is not just rapid, but equitable and resilient.

Rather than applying a top-down administrative model, the project utilizes an evidence-based, decentralized approach. By aligning local developmental targets with the United Nations Sustainable Development Goals (SDGs), the plan translates global benchmarks into actionable, hyper-local solutions tailored to the unique terrain and communities of the Western Ghats.

Project Objectives

  • To develop a long-term, evidence-based roadmap for the inclusive and sustainable development of Kodagu District up to the year 2031.
  • To align local district-level growth priorities with the global Sustainable Development Goals (SDGs).
  • To address critical gaps and community needs across key sectors including health, education, livelihoods, skill development, agriculture, environment, infrastructure, and governance.
  • To facilitate a highly collaborative, participatory planning process integrating insights from government departments, local District Administration, subject matter experts, and grassroots stakeholders.
  • To strategically guide future public investments, corporate social responsibility (CSR) channels, and regional policy decisions.

Key Features & Recent Progress

The formulation of ISDDP-2031 is driven by rigorous data collection, inter-departmental collaboration, and strict quality control. Over the last two months, the project has established a solid foundation through the following core activities:

  • Stakeholder Orientation: Successfully conducted comprehensive district- and taluk-level orientation programmes to align all local institutional actors with the ISDDP methodologies, data requirements, and execution timelines.
  • Rigorous Data Consolidation: Collected, compiled, and strictly validated secondary data for the reference year 2024–25 across various government departments to identify and rectify data gaps or statistical inconsistencies.
  • Sector-Specific Consultations: Organized targeted thematic sub-committee meetings with district and taluk officials to extract specialized, localized insights and capture urgent development priorities.
  • High-Level Governance & Review: Maintained rigorous administrative oversight to monitor progress, resolve bottlenecks, and ensure strategic alignment across state and local levels.
