Having established a robust Monitoring & Evaluation (M&E) Framework, clearly articulated Theory of Change (ToC), Logical Frameworks, and comprehensive results architecture during Phase 1, the programme has laid a strong foundation for evidence-based evaluation. Phase 2 builds upon this foundation by undertaking a comprehensive impact assessment to systematically measure the effectiveness of the Integrated Village Development Programme (IVDP), assess the outcomes achieved across thematic areas, and generate credible evidence on its long-term contribution to rural transformation.

The study adopts a rigorous mixed-method evaluation approach that combines quantitative and qualitative research methodologies. It includes an extensive desk review of programme documentation, scientifically designed sampling strategies, development of evaluation tools, field-based data collection through household surveys, Focus Group Discussions (FGDs), In-depth Interviews (IDIs), and facility assessments. The assessment also incorporates advanced analytical approaches, including the development of a Composite Village Wellbeing Index (VWI) and treatment-comparison analysis, to measure programme attribution, multidimensional wellbeing, and overall impact.

The findings will provide actionable insights into programme performance, strengthen organisational learning and accountability, and support SST in refining, scaling, and sustaining its Integrated Village Development Programme through evidence-driven decision-making.
