How do policies actually get made? Who decides what gets prioritized, funded, and implemented? And more importantly, how can young Indians actively participate in shaping the systems that govern their lives?
These are the questions driving Cohort 2 of the Introduction to Public Policy, a collaborative online certification programme by GRAAM (Grassroots Research & Advocacy Movement) and Public Policy Puzzle that officially kicked off on Saturday, July 26, 2025.
More Than Just a Course: A Community of Change-Makers
Following the encouraging response to Cohort 1, this cohort is a interactive programme is designed for anyone who wants to understand the inner workings of public policy from formation and implementation to evaluation and impact.
The inaugural session, led by Dr. Basavaraju R Shreshta, Executive Director of GRAAM, set a powerful foundation with a deep dive into the History and Evolution of Public Policy.
Participants explored:
- Public policy as a problem-solving tool, not just a bureaucratic process
- Contemporary challenges shaping policy today from AI and globalization to behavioral insights and nudge theory
- The full policy cycle: how evidence, institutions, and governance frameworks intersect
- The role of citizens, stakeholders, and advocacy in influencing policy outcomes
It wasn’t a lecture. It was a conversation thought-provoking, grounded in real-world relevance, and rooted in the belief that policy should serve people, not the other way around.
Who’s Learning? A Diverse, Purpose-Driven Cohort
What makes Cohort 2 particularly exciting is the diversity of its learners:
- 62% are working professionals, including development practitioners, NGO workers, and public sector aspirants
- 48% are students exploring policy as a meaningful career path
- Participants are joining from 8+ states across India, bringing varied perspectives and regional contexts
This mix of backgrounds ensures rich discussions, peer learning, and the kind of cross-pollination of ideas that strengthens the entire policy ecosystem.
Why This Course Matters
Public policy often feels distant and inaccessible, something that happens in government offices, think tanks, and policy labs far removed from everyday life. But the reality is that policy touches everything: education, healthcare, urban planning, environmental protection, employment, social justice.
This programme demystifies the process. It shows learners:

- 5 expert-led modules covering the policy cycle, governance frameworks, stakeholder roles, and advocacy strategies
