Bridging the Gap: How Youth Fellows are Shaping Decentralised Governance

Bridging the Gap: How Youth Fellows are Shaping Decentralised Governance

Local governance often feels distant to young people, yet grassroots democracy holds the power to shape everyday lives. During a recent Youth for Governance (Y4G) exposure session, a group of dedicated Youth Fellows stepped into the world of public policy through a direct interaction with Shri D. R. Patil, Deputy Chairman of the Karnataka State Decentralised Planning and Development Committee, and Mr. C. Narayanswamy, Chairman of the Fifth State Finance Commission of Karnataka.

The conversation focused on a critical priority: moving Gen Z from passive observers to active contributors in local democracy. The discussion urged fellows to attend Ward Sabhas, engage with local institutions, and bring fresh perspectives to community issues. Rather than simply pointing out civic challenges, the focus was on how young leaders can co-create actionable solutions with elected representatives.

A key highlight of the session was a practical discussion on Solid Waste Management (SWM). The leaders emphasized that while public awareness is essential, sustainable change requires strong enforcement, clear accountability, and systematic implementation. Discussing mechanisms like compliance fines provided the fellows with a realistic look at governance tools required to enforce civic responsibility.

Through this initiative, the team at GRAAM continues to mentor young leaders, equipping them with the practical insights needed to drive meaningful community development.

Key Takeaways

  • Active Civic Engagement: Youth Fellows were encouraged to participate directly in local governance bodies like Ward meetings.
  • Solution-Oriented Leadership: Emphasized shifting focus from raising complaints to proposing actionable policy solutions.
  • Systemic Waste Management: Highlighted the need to pair public awareness with firm enforcement mechanisms for lasting urban cleanliness.
